NRSWA Signing, Lighting and Guarding Course - Unit 2 (O1) - Operatives

As of the 1st January 1993, new legislation in the form of the New Roads and Street Works Act (1991), made it mandatory that only appropriately qualified employees could work on a public street or road. As such, this NRSWA Unit 2 Signing, Lighting and Guarding course has been designed for Operatives who have to erect or monitor the erection of signing, lighting and guarding for work on the roadways and highways.

The unit referencing scheme was updated in April 2017, when new regulations came into force in England, these being The Street Works (Qualifications of Operatives and Supervisors) (England) Regulations 2016. This course is often still referred to by its old unit number reference, which is Unit 2 and for clarity both the old numerical reference and new alpha-numeric reference of O1 is included in course descriptions.

This NRSWA Unit 2 (O1) course can be taken as a standalone unit or qualification for Operatives; there is a separate version for Supervisors, Unit 10 (S1), with the course content and tests tailored to each job level. Upon successful completion of the Unit 2 (O1) course, candidates will receive a New Roads and Street Works card displaying the Signing, Lighting and Guarding qualification. This card will be valid for five years.

To renew their expired cards, candidates will be required to either complete a New Roads and Street Works Reassessment course or re-sit the Signing, Lighting and Guarding course.

NRSWA Course Detail

The Signing, Lighting and Guarding NRSWA course unit typically lasts for one day and takes place on day two of the five-day New Roads and Street Works course. The version of this course for Operatives is classed as Unit 2 (O1), but can also be known as Chapter 8, due to it being discussed in Chapter 8 of the New Roads and Street Works Act.

  • The Operative version of this one-day NRSWA training course qualifies candidates to use relevant equipment on the roads including; stop/go boards, portable traffic lights and traffic control signs.
  • Supervisors will instead learn how to monitor the use of equipment on the roads and will also learn how to identify hazards and complete risk assessments so that they can be responsible for the safety of both employees and the public whilst working on the roads.

This NRSWA course includes the following elements:

  • Legal requirements under the New Roads and Street Works Act
  • Understand the safety implications of carrying out street works
  • Recognise conditions that may necessitate the introduction of special measures
  • The correct layout of appropriate signs, barriers, lamps, warning notices etc in compliance with the relevant advisory documents.

Course Delivery

This NRSWA Unit 2 (O1) training course will be delivered with a high proportion of discussion and simulated assessments. These are supplemented by video and classroom-based learning and tests.

Operatives and Supervisors will both be tested at the end of the course to ensure competence and, if successful, will be awarded with the NRSWA certificate for this unit.

  • The Operatives assessment consists of theory based and practical assessments.
  • The Supervisors assessment will consist of classroom-based tutorials, discussion, written assignments and observation exercises.

Please note that all delegates should bring appropriate safety equipment with them, including:

  • Hard hat
  • Waterproof clothes
  • Fluorescent jacket
  • Gloves
  • Safety boots
